I still dont understand what happens to those kids who make through the neet cut off but not the 15% all india quota seats?

Hi,

Well the students who cannot make it through the all India quota counseling and fails to get a seat opt for state quota counseling or private colleges where cut off goes even less. After government colleges, private seats are the ones where students Runa nd if they happen to get one then good otherwise other courses are also available.

There are two cut off 460 is a cut off for students who are eligible for counseling but if you need a seat in MBBS in 15% counseling you need to score more than 510 in your exam.
