You say you has uploaded the declaration form instead of ews certificate you uploaded it because it is mentioned in instructions if you don't have certificate issued after April 1 then you have to upload the declaration in the lieu of certificate.Now you don't need to upload your certificate if you have make it you have to submit this certificate at the time of counselling process.Make sure it is valid and keep it with you at the time of document verification process during your counselling.
