I have uploaded a declaration in lieu of EWS certificate for jee advanced now my certificate is issued but I cant find any option to upload the certificate?? also the registration is closed.

Don't worry brother. Everyone is facing this problem. May be there is a problem in their server. They will fix it before 26 th September. However you may write to or call the JEE Advanced authority in zonal IIT. Here is the link for all the zonal IIT : https://jeeadv.ac.in/contact.php
Call them or send an email mentioning your problem. They will certainly help you out. All the best.
