You can cancel or withdraw your admission anytime. During the admission procedure, withdraw of admission is purely online so it's easy to cancel the admission. The refund of the fee takes time to generate as it's a university administration process. As per my experience, fee refund is generally received within 2 months of the admission cancellation.
