well,this kind of question can have different answers for different person so i am telling you only what i feels ,since i am also a physics student .

first if you are able to get a good college in foreign then go for that ,since if you got one then it will be easy for you to get your phd there easily .

however in india try for getting into top IITs (not the new ones ) or IISERs and TIFR
