generally for phd course admission you have to clear UGC (JRF) Examinations/ NET/ SET/ SELT or have M. Phil degree can directly appear for interview, however the eminent university has own entrance test to pass to enroll for phd course. so their is lack of institutions which provide direct admission. however some of the eminent institute offers this course is as follows:

You cannot secure admission in any college for pursuing Ph.D without having NET JRF score.
There are some universities that don't require NET score but they conduct their own entrance exam followed by an interview. So, unfortunately you cannot secure a direct admission.
