I would glad to inform you that for getting issued of domicile certifcate you need to show residential proof which you can proof by showing papers of your owned land ,income certificate and identities . Their is no requirement of location from where you are studying, you are eligible for domicile certificate. You just apply online or reach nearby office for submitting the documents
