see as you are from engineering back ground you can do degree courses in engineering . there is lateral entry entrance  exam in every state which offers btech admission to diploma engineering passed candidates. most of the colleges has no upper age limit for lateral entry students. diploma candidates can join directly in second year of b.tech through lateral entry exam.

Mention the degree course that you want to pursue since for some of the entrance exams, there are upper age limits too. So you wont be able to those degrees for sure. Also if you are talking about post graduation after civil engineering then doing masters from foreign or MTECH or MBA is the best option. And yes you can pursue degree course even if you have a big age since many exams like medical entrance NEET has no upper age limit.
