IF I APPLY CSIR NET IN JRF AND MY MARKS IS NOT IN CUTOFF IN JRF BUT IN LS IS CLEARED THAN I QULIFIED FOR LS ?

Yes, if you are applied for both JRF and lectureship, you are eligible for the lectureship. If you applied only for JRF, you can't get lectureship. But nowadays merit list only determines the eligible candidates released by CSIR-NET. So check that too.
