If by any chance you do not get a seat in the first round (but do attend it), you will automatically be selected in the second round. This applies for further rounds of counselling and mop-up rounds as well. You do not have to pay additional fees. Keep in mind to attend all the rounds to be considered as a candidate for further rounds.
