No you cannot apply for third round or mop-up round if you do not apply for first round of WBJEE counselling. Round one of counselling has already started and the counselling window will close on 25th August, 2020. The choice locking window will open on 25th August and will close on 28th August, 2020. You can register for the counselling at this link: wbjeeb.nic.in
