If I failed in 12th standard, and then gave boards again next year and passed with more than 60%, am I eligible to get MBBS through NEET?

Yes, you are eligible. As per the eligibility criteria you need to pass all subjects and have greater than 50% in PCB, so based on your question your are. Coming to 2nd part of the question, No you don’t need to. The very need to give supplementary exams and it’s scores means that you have not passed the year before.
