Yes you can definitely participate in csab counseling but yes remember to report online this time within the stipulated time also keep all the documents handy because ant failure this time will imply exclusion from the counseling and you will not get any chance of taking the admission in nit/iiit/gfti after csab. But yes you don't need to worry if you are debaarred from josaa then you can freely participate in csab.
