If I get alloted in the mop up round then should I have to take transfer Certificate from the university in which I'm presently studying?

Hi student

You can surrender the seat by not reporting to the college you chose but if you have already paid the fees then you can request to get back your money from the respective college and transfer it to your new preferred college. So yes to get back some percentage of your money you will have to apply for transfer certificate.
