Dear Furqan, it is a decision that will be taken by the College administration.This rule of paying the entire fees is practised in Private Colleges and not in Government Colleges. So when you want to cancel your admission, you have to apply for a TC. Once you apply for TC, a Private College would demand the entire course fees but Government Colleges would ask you to come up with some nominal fees. You will have to talk to the administration about this before hand.
