first of all there is no mop up for aiq cocunselling but only for deemed and esic. so for the latter you have to fill in fresh choices ,you dont have to register again as you have already done that before. so no fee required as well. and yes you are going to get your security deposit back if you dont get a seat in counselling. the registration feees of 1000 rs isn't refunded though.
