Definitely not. Both the language subjects cannot taken into account for percentage calculation to persue any  course from DU. Only one language subject is allowed to consider.

Yes you can take both of them, in your best of 4 calculations.

You have to include 1 compulsory language in this case English, two subjects you want to take as your disciplines (in ba programme you choose two disciplines to major in) and one other subject from list a or list b. As hindi is included in list a you can use it for your best of 4 calculations.
