You should first know about the options you  are choosing while choosing a seat during the counselling.

When you choose a seat with floating option then it says that if a seat is assigned to you in the future rounds better than your current seat then it will automatically update it. However till the last round if you do not receive any seat further, then to cancel the present alloted seat you have to folllow some procedures.

You do not need to make any payments to the counselling authority and also you do not report to the institute. reporting at the institute gives a message that you want to join.

So simply if you do not want to join the alloted institute then you do not need to make any further payment and also not report to the concerned institute.
