If you are allotted a seat in second round of counselling and you have reported to it or joined the college then you cannot leave the seat. But if you have been allotted a college in second round and you do not report to it or do not join it then you can leave the seat with forfeiture of security fees.
So, you can register for second round counselling and state counselling keeping in mind the above stated rules.
