Yes you can apply neet again. 

But let me give you some suggestions regarding this which can he useful to you-                         Firstly, if you have signed any kind of bond with the college then it can cost you a lot of money. 

Next is that there is a lot of competition here as NEET is the exam for medical students where there is a tough competition. So make sure that next time you get better college. 

Next is that if you are quiting the current college because it's not satisfactory to you then it's fine but if not then I suggest you to think as you are wasting one year.
