Dear aspirant,

According to your question and taking into consideration that you want to know if the all india seat which is 15% reserved for other state candidates and considering you haven't got a seat in the counselling rounds.

I would like to say you that the seats which are reserved will also be reserved for the other state candidates in the mop up round also. It will not be transferred to state.
