if there are approx 30000 govt mbbs seats then why all india rank last mbbs seat get on 12000 rank approx.....

Hello dear, 
There many reasons for it , most important one is 85 % of total seats i.e  30, 000 seats are reserved under state quota.  Now there are many students who get selected for medical colleges through both neet and aiims  but they leave their seat in neet to get into aiims . So also go in jipmer.
