Hey,
It is not necessary to clear for JEE Advanced to take part in JoSAA counseling. To be eligible for JoSAA counseling you just need to appear in JEE Main Paper-1 or Paper-2 or both. The only difference you have if you don't appear and clear for JEE Advanced is that you can't fill IITs as choice. However, you can fill choices for NIT and other JEE Main accepting colleges.
