I have seen the mining branch of my university, and I can definitely tell you that it is really wonderful. If you want government job then, it's very nice. Though the package don't seem to be attractive initially, it increases consistently. So, I think you should prefer mining over ocean engineering.

If you will take ocean engineering then you have to be prepared for the hard work. You have to learn several skills and also you have to keep your grades high to finally land on a good job offer. Although you should choose the branch in which you are interested in or in which you feel like the field or worl would be interesting.
