Hi aspirant,

There are some set of criteria as defined foreign candidate to be eligible for getting the benefits of state quota reservation which includes:

• He or she should be a native of that state and must have a government authorised proof of it.
• He or she should have done secondary or higher secondary education from an recognised school in the state boundaries.
• Parents must be working for at least 7 years in any government or private institution recognised by the state government.

Since you fulfill the second criteria you would be eligible to appear for home state counselling in UP without need of any residential certificate.
