if you need to submit the caste validity certificate at the time of application form filling in a scanned copy manner and if it is not available with you at that time then you won't be eligible to fill the application form in SC category. But if application form doesn't ask you to submit the certificate while filling the application form and you will be getting the caste validity certificate by the time of admission process for the counselling then you can fill the SC category in the application form
