You haven't mentioned your category if you belong to general category with such rank you may not get seat in a government Institute or a decent College. The chances are low to get seat in a decent college. But if you belong to reserved category there are slim chances of getting seat in a decent college. Cut off rank depends on the rank and it varies from one college to another.
