Working in MNCs and preparing for government jobs are totally different thing.If you want to work in MNCs then the best option for you would be to go for BBA course and then you can do MBA and you will get awesome placements in MNCs.
But if your goal is for government jobs then simply go for B.Com course and doing b.com will give you lot of free time in which you can prepare for government exams and will be ahead of the competition when you will appear for the exam.
So. take a smart decision and which interests you more.

Based on your statement it looks like you are not interested in programming as such so BCA might not be the best option because it's a computer science course. You just need a gradation degree from any department and then you can apply for government jobs. If you are interested in commerce you can opt for b.com , if you want to pursue business studies you can look into BBA, if you want to pursue management you can opt for BMS. If you don't want a graduation degree in commerce field you can graduate with subjects like English, Psychology and other non science subjects.
