Yes you can expect, but this cannot be guaranteed for sure. But many a times this happens, you get a choice a little better than the choice you have been displayed at the time of Mock Seat Allocation. 

You have already been shifted from Food Process Engineering to Mining Engineering in the second Mock Seat Allocation, you can expect it to further move to Civil Engineering, but you have low chances remember that. Still, if seats remain vacant you can make it to Civil Engineering.
