in 2013 i am non medical student and after then i do in2018 medical additional subject on same board can i apply for neet exam

Yes. You are eligible. Evem studying Biology as an additional subject will qualify you for NEET. You should be able to secure a minimum aggregate of 50% in Physics, Chemistry and Biology. It is 50% for General Category, 45% for PWD and 40% gor OBC,SC,ST. If you meet this criteria, you are eligible for NEET.
