in 2013 i am non medical student and after then i do in2018 medical additional subject on same board can i apply for neet exam

Yes you are eligible for neet examination as biology as additional subject is acceptable in neet examination. So you are eligible for neet examination provided you have obtained a minimum of 50% marks taken together in Physics, Chemistry and Biology/Bio-technology in your class 12th board examination from a recognized board if you belong to general category ; while it's only 40% aggregate in pcb for obc, sc and st categories , 45 % aggregate in pcb for pwd category.
