Yes with 425 score in NEET 2020 you could get an seat in government medical colleges with OBC NCL because generally one needs to score 600+ for getting seats in government colleges but due to the category you belong you may get an seat in government college, But it totally depends on several factors like :

1. Which state you belong to
2. Number of students appeared for exam
3. Level of competition within your category
