Dear Akash, a candidate with a disability of equal to or more than 40% cannot be termed eligible for MBBS. Thus is not just confined to visual disability but to all approved disabilities. So if a candidate has a visual disability of equal to or more than 40%, he/she is termed ineligible for MBBS.
