As you asked, yes in kcet they consider both SNQ and Hyderabad Karnataka during counselling if you are eligible in all rounds. In general category you have to score minimum 50% marks in the 10+2 level exam.

During the counselling in kcet 5% of the seats are reserved for SNQ category students and 8% of the available seats in every course are reserved for the local candidates of Hyderabad- Karnataka region. So, if you score well you have a good chance to get good branch during the counselling.
