Yes you can participate  in 3rd round/mop up round  in Maharashtra State counseling but if you are getting the  same college in second round  of counseling then there are  less chances of getting another college in third round .so if you're getting same  college in second counselling  then there  is more than 90% chances of getting that same college in 3 round also .
