Yes only those who have registered in CAP Counselling can get admission in various government colleges based on their ranks and percentiles.

But if you have not registered for CAP Counselling you can get admission in private colleges as well as sometimes they consider MHTCET score or JEE MAIN for admission too apart from their own entrance test.
