Yes, you can apply for the all India quota .

You can also apply for the state quota seats from which you have completed your 10+2 or have been born.

You can  apply for private medical college of any state irrespective of your schooling or birth.

SUPPOSE I WANT TO BLOCK A SEAT IN ALL INDIA QUOTA AND THEN GO FOR STATE IS IT POSSIBLE
