In order to apply for any other college outside your home state you have to apply under all India quota to get a seat in government medical college but remember the cutoff is higher for all India quota as compared to state quota . So as per that last year least marks to secure a seat was 518 marks from your category under state quota. So you won't get a seat in government medical college. You can apply for deemed colleges to be on safer side. Talking of which remember that cutoff varies every year depending on number of students appearing in exam, difficulty level of exam, students scoring more than you and your category.
