The amount of rupees 40,000 you mentioned need to be payed at a time that is according to the reason they are being payed for. If it is the counselling amount then of course it has to be payed before you take part in the counselling. It could also be the admission amount which needs to be payed after you have been admitted to the college with your desired course. 

It could also be an aggregate of the counselling amount as well as the admission fee in which case the amount has to be payed before the counselling session but no money is to be paid herafter.
