Every psu has its own percentage and gate score standards.Most of the psu demands more than 60% in graduation degree.But if you are awarded by Sgpa/cgpa the formula to convert it into percentage is
(CGPA-0.75)*10 gives u the required percentage.so for more than 60% you need to have a cgpa of 6.75 and above.
