Yes , you are very much eligible to sit for JEE exam if you habe completed your Polytechnic course/ Diploma in Engineering . But provided that your polytechnic course or  diploma is not more than 3 years old till you sit for your JEE . And thus you can get admitted to the NITs and IIT or any other engineering college

Yes, a polytechnic/diploma student is eligible to attempt IIT JEE. But, they will be considered similar to 12th passed candidates and will not be given admission in the second year of engineering in IITs.
