No, The academic fees and the university fees are not the same in IPU university.

The University fee is a fixed fee (40,000) that every college affiliated to IPU has to pay to the main university for the services they take. 

Whereas, the academic fee is the fees that the colleges charge according to their wish from the student for the academic services they provide. It varies from college to college in IPU.
