As far as I have read from the sources, IP University is now accepting CAT scores and the aspirants have the choice to not give the cet if they don't want to. But the downside to this news is that, this is only applicable for a few colleges in the University  and the colleges that I have mentioned have their own set CAT cutoff for selection. These colleges are-

Yes, GGSIPU is conducting the MBA CET entrance exam for 2019.

You can apply for that easily by going to their official website.

And the Last date to apply and for the submission of application forms will be the First week of May 2019.

and for your second question, the GGSIPU does not accept the scores of any all India management test.
