NO, it is not at all necessary for you to apply in colleges after 1st cut off in order to be eligible for 2nd or 3rd cut off, or the following cut offs.

You can apply/submit documents in after any cut off list , if you meet the cut off percentage set by the respective colleges under university of delhi.
