Hello Syed,
Yes it is mandatory to register for all India counseling to get register with state counseling
NEET counsel method may be a little bit of a puzzle that unless one spends it slow to decipher, it will cause each mental and monetary pain. Sample this - if you apply for NEET 2019 counsel by MCC, and obtain offered a seat in spherical two, you have got 2 choices - to simply accept it or exit the counsel method. If you select the primary and be a part of assigned faculty, you can not participate in any succeeding rounds of counsel, together with state counsel. however if you exit, you have got to forfeit security cash, however, you'll be able to participate in state counsel.

Dear Syed,
Definitely its not mandatory for you necessarily appear for AIQ counselling. However, it is suggested that you do as they account for 50% of the seats in every government college (except J&K). For AIQ counselling, candidates register on the MCC website to indicate their willingness to participate in the counselling and for the DGHS to consider them for the same.
Coming to your case in point, in case you are interested in the colleges of one particular state only (as it reflects from your question), you can select only those colleges as your preference (in choice locking) during the AIQ counselling registration. In this case, if you are not allotted any of your prefered colleges, your tuition fee will be refunded to you.
Hope this answers.
All the best!
