Definitely its not mandatory for you necessarily appear for AIQ counselling. However, it is suggested that you do as they account for 50% of the seats in every government college (except J&K). For AIQ counselling, candidates register on the MCC website to indicate their willingness to participate in the counselling and for the DGHS to consider them for the same.
Coming to your case in point, in case you are interested in the colleges of one particular state only (as it reflects from your question), you can select only those colleges as your preference (in choice locking) during the AIQ counselling registration. In this case, if you are not allotted any of your prefered colleges, your tuition fee will be refunded to you.
