Hello,

Everyone can appear for MHTCET exam even if you are not a Maharashtra domicile, but for admission to government and government aided colleges students from other states are not eligible to use their MHTCET scores instead they are judged on basis of their JEE Main scores only. And this is also only applicable if there are any vacant seats left after all the counselling rounds. So in short preference (and admission) is given to MHTCET scores of domiciled candidates only.

Student who are out of Maharashtra can apply for private colleges in Maharashtra.

All the best!
