As you have asked i want to inform you that yes your fees will reverted back to you if you get another medical college during 2nd round. But there are still some process you have to follow.

you need to take admission in that 2nd round alloted college and then you have to go to the first round alloted college and then you have to collect the fees and other documents submitted.

Yes, your fee will be refunded if you opt for up-gradation, provided you joined the allotted college in Round 1 and filled up upgradation form provided by the same college.  When you get an upgraded seat in Round 2 of counselling, your previous seat is automatically left vacant and is allotted to another candidate as MCI rules. Then, during reporting time of Round 2 of counselling, you are required to withdraw documents from the college allotted in Round 1, where your admission fees will also be refunded and you are required to submit the documents and fees in the upgraded college.
