They will announce counselling only when there are seats are left in the colleges. Otherwise chances are less for the 3rd round councelling. Hope for best and hope you will focus on my words.

Yes the government of telengana education department will conduct 3rd phase couselling if there is any seats left over all the colleges in telengana then they will announce 3rd phase couselling only few colleges they put left over seats in 3rd phase couselling ,will be conduct by telengana soon please visit official website for more details and dates for 3rd phase couselling but only few chances to conduct 3rd counselling
