There is no a fixed percentile for scholarships, or stipends. There are scholarships and stipends available in every B-school, and every B-school has their own set of criteria's depending upon family income and merit. You can definitely apply for scholarship in whichever B-school you go to.

Also, in regards to stipend, every B-school has summer internship during the final semester of the 1st year. You can definitely earn a good stipend during your summer internship.
