Generally after the first round in further rounds the Cutoff marks decreases and the cutoff rank increases of the different college. It is never seen that the cutoff marks of secound round is higher than the cutoff marks of the first round. So you cannot expect this. So for UP NEET counselling also the cutoff marks will decrease in the further rounds.
